Here's my take.
If you want to feel ultra safe, just continue to make your minimum 1 trade per
month in your NTB acct to avoid the NTB inactivity fee. But, if you never
connect to your NTB acct via the desktop, mobile or web 'trading solutions'
(and thus don't make that 1 trade per month), there is no inactivity fee.
Cancelling your data feed package at NTB to save $12/mon (because you're
getting Rithmic data via your Bulenox acct) has nothing to do with the inactivity
fee. The inactivity fee is assessed because you connected to your NTB acct,
but never traded all month -- so if you never connect to your NTB acct via
any of the NT trading platforms (aka trading solutions), then you're safe,
there is no inactivity fee for that month.
Logging into your member acct at NinjaTrader.com doesn't count at all,
that's because your member acct at NinjaTrader.com is not considered
a 'trading solution'.
Also...
The inactivity is not about logging into the NT 8.1 desktop using your member
acct credentials, it's about connecting to your NTB acct inside the NT desktop.
(Because once you do connect, you gotta make 1 trade that month.)
Your 'member' acct at NinjaTrader.com is not the same as your 'brokerage'
acct at NinjaTrader Brokerage. Everyone in the world who uses NT 8.1 software
'trading solutions' has a member acct on the web at NinjaTrader.com, but not
every one will have a brokerage acct associated with their member acct.

My point is ...
Read carefully, the inactivity fee has nothing to do with data. Remember, your
data could be coming from anywhere (such as IQFeed or Kinetick), so you don't
technically need to have that $12/mon CME data feed package from NinjaTrader.
In your case, your data will come from your Bulenox connection. The inactivity
fee is due to zero trading in your NTB account, but only if you connect to your
NTB account via desktop, web, or mobile platforms. If you only use the NT
desktop, and you never connect to your NTB acct (and only connect to
Bulenox), there is no inactivity fee on the NTB acct.
Let's say it another way:
If you do connect to your NTB acct in your NT desktop, you're now on the hook
for at least 1 trade that month, or you'll get hit with the inactivity fee for that
month.
I presume 'month' here is the statement month, and not some rolling period
of 30 days starting from date of connection to your NTB acct. So, if you
avoid your NTB acct all month, but then happen to connect to your NTB
acct on the last day of the month, but then don't make a trade, you'll get
hit by the inactivity fee, duh, because you made no trades that statement
month. Remember, the fee has two reasons: it's because 1) you connected
to your NTB acct and, 2) you made no trades.
Moral of story:
Don't connect to your NTB acct -- ever -- and you avoid the inactivity fee.
Disclaimer:
I think this is all correct, NT support can verify. I think my understanding
probably hinges on the 'live trading environment' -- if you log into the NT
desktop, only trade Bulenox, does trading Bulenox require a 'live trading
environment', or is 'live trading environment' a euphemism for an NTB
acct? Recall NT software usually treats prop firm accts like just another
brokerage acct, so ... does one need the 'live trading environment' even
when only connecting to and only trading a prop firm acct? I dunno.
The wording is surprisingly tricky.
