Well, and furthermore, if there are no negative consequences to deleting it, why not just delete it as part of the installation process?

The same thing happened to me with this pop-up on every start up for ES to rollover to the current contract even if I was already on the current contract. I created a back up file just in case and deleted the UI.xml file. And what do you know, it deleted all my custom timeframes and hot keys. Who knows what else got deleted that I'm not even aware of yet, but hey, it fixed the annoying pop-up issue!
