Suggestion: Configurable vertical borders for chart panels

Add to the right click chart panel menus on the right hand sides of a chart, the option of adjusting the pixel spacing between the top and bottom of the canvas and the upper and lower bounds of the window.

This would allow auto scaling to be maintained while adjusting the position of the canvas within the panel. For example, by increasing the distance between the top of the canvas and the top of the panel, user could prevent the plot from overwriting the displayname string.

This option already exists in the ChartPanel menu, but the custom settings are not saved with the workspace template, and get lost upon restart.

Changing the default value of the top margin from 6 to 12 would be a big step in the right direction.
