Suggestion: new event and new event handler: OnChartObject()

I suggest to implement new event - creating and changing drawing object.
And, of course, new handler - something like OnChartObject().

- this let to indicators, that operating with chart objects, to run march and march rarely;
- this let to indicators, that operating with chart objects, to run not waing end of the bar; what if I looking at 1 hour or 1 day chart, making something with chart objects and what - I have to wain 1 hour or 1 day for my indicators run? )))))))))
- this let to indicators, that operating with chart objects, to run when not connected to data provider.

• NT is disconnected from DataProvider
• I manually draw line, that intersect last bar on chart.
