GetPercentComplete is coded wrong for Renko bars

GetPercentComplete is coded wrong for Renko bars -- see @BarTypes.cs

At least it is in 7.0.1000.4 -- I haven't gotten around to loading the new version yet.

It should throw an error like what's coded for Range bars, but instead it pretends to be able to predict the future.
