IB adapter annoying bug

Ther is a weird bug on NT when connecting via IB adapter, and its there since very old version of NT.
How to reproduce:
- Launch TWS and then NT
- Connect to IB on NT
- On TWS goto "Configure" button
- Then ckick on Hotkeys
- Then click on one of the actions on the right

YOU WILL SEE THAT THE CURSOR MOVES DOWN EVERY SECOND, its like NT its sending a down arrow key press for every second, very annoying and not only here you can see this efect, also when some question dialog popups it auto answer like pressing "enter" key automatically !

Let me know if you can reproduce it, its not a problem in TWS, if I close NT, TWS works ok

I figured out that the option "Run-time pop up handling" is responsible of this effect and its on by default.
I turn off that weird option and problem disappears.
