Detect New Workspace Files

If one copies a workspace .xml into the directory Documents -> NinjaTrader 8 -> workspaces, that workspace does not appear in the menu until NinjaTrader is restarted. Clearly, a FileSystemWatcher should be used to detect if files in that directory have changed, and when they have, the list should be refreshed without requiring the entire platform be restarted.
