Playback window - time slider needs work.

The playback window slider control needs some work. The slider widget is useful for large moves, but not for very small moves such as focusing on a specific point in time. I find myself stretching the window as wide as my screen will allow to increase the granularity of the slider. See my screenshot to understand how ridiculous this gets.

My ideas for how to alleviate this:

1. Add a start and end TIME field in addition to the existing start and end DATE fields. This would allow users to narrow the range of playback time to the point that the slider would become granular enough to be more effective.
2. Add additional widgets, such as dedicated buttons to go forward/backward one minute, 10 minutes, etc. See attached image.
