Who tests NT before it rolls out to users?

I asked in another threat but it was completely ignored, so I'll create this dedicated one.

The programmers for NT - are they also traders? Or just programmers?

Does NT utilize their user base to provide feedback outside this forum? A group of power users that are used to see how NT works in the real world? If so, how does one get on this panel?

There's a number of things w/in NT that a trader would see are problematic immediately, I'm wondering how the programmers did not also see this - unless they don't actually use the product daily.
