That's not exactly right. It would cause a big problem if it behaved that way. The tool tip needs to disappear like it does when the mouse is sitting over the item that caused the tooltip to appear and for good reason. If it stayed then arbitrarily placed mouse cursors would cause unwanted tooltips to occlude the UI.
Instead the tooltip should only remain if the user moves the mouse over the tooltip balloon after it's initially displayed. After that the tooltip should only disappear the instant the user moves the cursor off of the balloon.
It's a nuance in the description but the small difference in the description leads to a big difference in the result!

Thank you for your reply.

I apologize for not being clear, when I say "persist the tooltips until the mouse is moved away" I do mean that the tooltip has been moused over and that it would then persist until the mouse is moved away from the tooltip.
