Allow creation of window frame as a container

I would like the ability to create a separate window frame that had a tabbed view capability.

Each tab should be able to contain a Workspace.

Organizational hierarchy could look like this:

NinjaTrader --> Frame --> 1 or more tabs --> 1 or more windows.

- Drag and drop newly created charts, etc to desired frame->tab
- Each frame->tab could be a saved workspace
- 1 Click on a tab takes me to open workspace.
- 1 Click in a different frame changes focus to that frame with all of it's tabs and windows in tabs.
- Supports a more flexible (and therefore tuned to each user's needs) way of organizing and viewing what they want.
- Multi-monitor setups could really make use of this.

The frame->tab paradigm is simply container to organize better.

The Current hierarchy of:
NinjaTrader --> Workspace --> 1 or more windows
is a little klunky and limited.
For example:
- Can only view one workspace at a time.
- Switching workspaces requires: 1) giving ControlCenter focus, 2) clicking File menu, 3) clicking Workspace menu, 4) scrolling to desired workspace, 5) click.
