problem related to forum/vbulletin - cant set avatar

in chrome, we can't set/change profile avatar.
in FAQ it is said, hovering over default profile image (under our profile settings) should show some fields to change it.

However, it doesnt trigger anything (i've tested Chrome and Internet Explorer):

and your forum is customized a bit, so that is disabled as i see?
