Vertical drag charts without Ctrl-click option

It's not totally clear why NT makes you Ctrl-click to drag charts vertically, certainly I'd rather not need to use both hands for something I tend to do hundreds of times daily. I can think of two easy fixes:

1. Enable free vertical dragging automatically if the price scale is set to "fixed"
2. Make it a configuration option whether to require Ctrl-click, or enable free vertical dragging
