Need help with Market data

I need help Hey guys this might sound strange but for some reason I’m not able to purchase market data level one only level two. market level one doesn’t show up at all. Only the market level two which is the more expensive version but for some reason I’m only able to purchase that one and it’s for every market data this has happened to me on tradovate and ninja trader if you guys can give me any advice that would be greatly appreciated
