is the indicator in SampleMaCrossOver shifted [displaced] 1 bar?

does the ''1'' in the snippet from SampleMaCrossOver shown below
mean that it is displaced 1 bar?

No, the SampleMACrossOver strategy included with NinjaTrader does not have any displacement.

The 1 in the CrossAbove(smaFast, smaSlow, 1) call is the lookBackPeriod.

From the help guide:
"lookBackPeriod - Number of bars back to check the cross above condition"
CrossAbove(ISeries<double> series1, ISeries<double> series2, int lookBackPeriod)
