The documentation does not state whether or not the OnBarsChanged() event is limited to a particular class like Strategy or Indicator. Can I use the event in a strategy?

The OnBarsChanged override would be specific to DrawingTools. To know if an override is available in the type you are using you can paste in the helpguide syntax and try to compile. In this case you would get the error: no suitable method found to override
