A timer can be used to run logic every 1000ms (1s).
Below is a link to examples.
A timer would run on a separate thread and would not accelerate if the playback speed is increased.
If you want to have the 1 second be in relation to the playback speed, I would recommend adding a 1 second series with AddDataSeries(), and running logic in OnBarUpdate() when the BarsInProgress index for that added price series is updating.
