High order fill resolution works when set to 1 minute, however when setting to 1 second results in zero trades. I've verified that I can load 1min data series in charts and have set 'maximum bars to look back' to infinite.

Thanks for your post.
Second bars are built using Tick data so you would need to make sure that you have Historical Tick data downloaded for the instrument and dates that you are testing over.

To download Historical Tick data for the instrument and dates you are backtesting on you could use the Tools > Historical Data window.
