is it ok to use EnterLongStopLimit(200.25, 200.25) to enter long exactly at 200.25 or not at all?

You can use whatever order type works for your goal, that would submit a StopLimit type order at that price. Stop limit orders work in a certain way to fill and if that is your goal you could use that.
