alert info candle open-close in pips

hello, I wish to create an alert, simple. but I have no idea how to

this is just the first rule

I gonna use 1 hour candles, and alert should be set for
if last candle, from open to close is higher than 2 pips (I gonna use it for forex)
then
also the opposite
from open to close is lower than 2 pips

how to setup such rule?
