Last Price and Bid Price...

How can I create a strategy that makes an entry for the low or high of the previous candle or n back candles?

What instruction should I put the strategy builder to create that strategy or indicator?

Once you have reviewed those resources to understand the strategy builder, when you create your strategy in the "do the following" window you would select your order type from the "order management" folder and in the particular order type chosen (assuming limit or stop limit) in the price field you would click "set" then select the price folder and select the price type. You can then set the 'Bars ago" price to use.
