Condition with respect to a specific bar

I have been developing a strategy in Strategy Builder, but I still have a condition that I could not carry out, the condition says:
If the "low" price of the current bar (15 second candles) is above the "open" and "close" price of the bar at 9:30 today (1 minute candles), you can execute the order of purchase.
How could I carry out this conditional? Thank you!
