Strategy Builder for Hire?

HI everyone, I'm looking to hire somebody to help me with a strategy, obviously somebody experienced with a good track record and some references. The thing is I'd like to understand the strategy once it's built so well-documented code would be required. Anybody you know or recommend, please let me know!
