NumberRestartAttempts, RestartsWithinMinutes - what is the "restart"?

Hello, in these two properties, what does "Restart" means?

Does it mean tries to reestablish connection between ConnectionStatus.ConnectionLost and ConnectionStatus.Disconnected?
Or does it mean Enabling \ Disabling strategy?

These settings go along with the strategy handing settings and not specifically the ConnectionStatus event's, the restart would be what happens next when the connection is re established. This is noted in the help guide page description:

Number of restart attempts

Sets the number of times NinjaTrader will attempt to restart a strategy within the "Restarts within x minutes" time span. The strategy will only restart on a reestablished connection when there have been fewer restart attempts than "Number of restart attempts" within the last "Restarts within x minutes" time span. Otherwise the strategy will simply halt, and no further restart attempts will be made.

Restart simply means the next time the strategy is "started" or "handled" after a disconnect event. This is mainly focused at preventing repetitive disconnects/restarts of the strategy which may affect its logic. If you are seeing many disconnect events in a short period of time the strategy is stopped.
