How to create or where to find this type of object and work with it. I saw that some strategies are capable of creating them.

Thank you for the post.

The actual marker you have pictured is not exposed for NinjaScript use. You can draw a similar line by using OnRender and custom rendering however this is not something I have a specific sample of.

For the strategies you had seen which do something similar, I would suggest referring back to the source of those scripts to ask what is being used for the order lines. it is possible they are rendering custom lines but it is also possible their are submitting manual orders using the addon framework which would allow the chart trader to manage the orders.
