What the difference between using Account.Submit and Strategy.SubmitOrderUnmanaged?

One method is part of the addon framework, the other is part of the Unmanaged strategy framework. These are two totally different programming concepts in the platform. Addons submit orders in contrast to the overall account, strategies use their virtual account and position for reporting.
