Reinstalled NT8 - Get error message on launch

"Unable to recover NinjaTrader custom assembly. Please
reinstall NinjaTrader: Access to the path "C:\Users\Barefoot Franchise\Documents\NinjaTrader 8\bin\Custom\NinjaTrader.Vendor.dll" is denied.

I made sure that this dll file that I recovered is in:
1. a folder named exactly that at that location,
2. in both bin and bin64 folders just to be safe.

It still doesn't see it...

What am I getting wrong here?
