Attaching notes to drawing objects

Does anyone know of any tool (like "pin" in TradingView ) that one can toggle text/notes on a chart ? or attach notes to drawing objects?

I know this is 5 years out, this will attach and keep anything in front. make a note with note pad, place over chart and click deks Pins. Like ninja trader where you click ALWAYS ON TOP, it will stay on top
