ATM strategy scale in only sets SL & TP1

First entered with 3 positions, Sell Stop(SL) and Sell Limit(Take Profit 1 & Profit 2) are set ,,,all good..

When I scale in with 3 more positions , Only Sell Stop(SL) and First Sell Limit(Take Profit1) are set... << How can I get the second Sell Limit(Take Profit2) order set

If 2 Sell Limits(Take Profits) are filled and left with the single runner, if I add more positions now its only setting the Sell Limit (Stop Loss) order and not setting the Sell limit(Take profit) orders...


How can I achieve this without changing the Stop loss
