No conflict checking for HotKey for custom drawing tool?

Hey guys,
I was registering some HotKeys for my Custom DrawingTools and discovered that there are no checks for Custom DrawingTools.
For example, you choose Ctrl+B for your Custom DrawingTool and then register the same Ctrl+B for another tool.
Is this expected or is it a bug?

Yes, unfortunately this is expected with custom/3rd party drawing tools.
