can one use CANCELALLORDERS;[Account#1];;;;;;;;;;; to close all orders of a specific account? or will it close all orders of all accounts?

CANCELALLORDERS does not have an account parameter:

CANCELALLORDERS COMMAND
This command will cancel all active orders across all accounts and broker connections.
