I have seen other NinjaTrader charts that display the instrument as RTY SEP23 instead of RTY 09-23. How can that be changed? I have searched all over but can't find how to change the way it's displayed.

The Symbology Display style could be changed within the Settings section of the NinjaTrader Account Dashboard.
