Strange graphical bug preventing me from doing anything.

Hello NT forums.

I have this bizarre bug that greys out charts unless they are getting moved, or alt-tabbed into.
So far I have changed and reinstalled graphics drivers, removed all NT folders and cache, and reinstalled multiple versions of NT, none work.
