let's say I have a Ninja Trader live account and my plan is "FREE Plan".
Can I use Ninja Trader platform on multiple computers (not at the same time)?
I have 2 laptops, one at home, one at work. I only use them individually and not at the same time.
do i have any problem with login or machine ID when i login on 2 laptops (not at the same time)?

You can do this. In fact, if you use NinjaTrader brokerage and the NinjaTrader connection type (or multi provider is off) you can use two at the same time. For other brokers and data feeds, probably one at a time because of the feed restriction.
