If you have a strategy on a chart in workspace A, then switch to workspace B, is the strategy still running on the chart in A?

Yes, if you have a NinjaScript strategy running in one workspace and switch to a different workspace without closing the first workspace, the strategy will still be running.
You could test this by enabling the SampleMACrossOver strategy on one workspace, switching to a different workspace, and then changing back to the first workspace. Note the Strategies tab of the Control Center to see the strategy in workspace A is still running when you switch to workspace B.
