CTRL and ALT keys not responding to bar width/spacing

Morning...all of a sudden, when I hold down ALT and or CTRL with the mouse wheel moving, the bar widths and bar spacing aren't changing accordingly? What happened? Did I inadvertently change a setting or something? THanks.

In my platform, the default hot keys for changing the bar spacing/width are CTRL + Up arrow key, CTRL + Down arrow key, ALT + Up arrow key, and ALT + Down arrow key. Below is a short video demonstration using these hot keys and also where to find the hot keys in the hot key window:

You know, I got to work and started NT8 there and instinctively starting using the arrows just like I always do...I obviously drew a total blank for a while...crazy. Thanks for the reply.
