CategoryOrder code ?

could some one explain what the # represents in this code snipit.

[CategoryOrder(“General”, 10)]
[CategoryOrder(“Presentation” 20)]


not sure what the 10 or 20 represents.

in my code I have 3 regions of code in presentations,
order goes.

first region has orders of 01,02,03
next region has orders of 10, 11, 12
last region has orders of. 20, 21, 22

if I add more regions of code in presentations do I increase the number 20 to match any new regions with order sequences, if i add anothe region in presentations, the next orders would be 30, 31, 32. in this case should that 20 number be changed to 30 ?
