Supplementary to that, while my main monitor I work off of was listed as my primary display in windows it was technically a "2nd" display. In multi-monitor setups displays are numbered and you can identify them. They are numbered based on which port they are plugged into.
Solution: I was able to resolve the situation by swapping the display port cables so that the monitors are numbered appropriately and the primary display is numbered as 1. The screen tearing/flickering has resolved completely and the secondary screen does not flicker at all.
Reproduction and Retest: To re-test the issue, I swapped the cables back to their original position. The port based identification in windows went back to the original situation with the "primary" display being identified as display 2 and the flickering returned.
Conclusion: I can safely conclude that there is an issue with how the rendering within ninjatrader client is handled and the port based identification and suggest that if other users notice flickering in multimonitor setups that they ensure that their primary monitor is connected to the first port and identifies as such.
