I would like to know if there is a way to send a stop order only when a bar closes higher than a certain point on the chart. For example, I want to place a stop order at 10,000. If the price hits 10,000 and bounces back down immediately but does not close above 10,000 I don't want to send the order. However if the price closes above 10,000 then send the stop order.

This is possible by setting up an alert in the chart. Please right click in the chart and select 'Alerts' to configure alerts. You would configure the condition as per the attached screenshot. Please note the 'Bars ago' value of 1 on the left side. Under Actions, you would select 'Submit an order'. More information on alerts can be found at the link below.
