Please be advised that Interactive Brokers and TD Ameritrade do not supply tick data, only minute and daily data. To receive real time and historical tick data for stocks you would need to connect to a supported third party data provider, such as Kinetick.

The most important thing that any broker must have is a state bank license. This is a prerequisite without which the broker has no right to conduct operations on the stock exchange. You can check whether a broker has a license on the state bank website. Usually, along with the brokerage license, a broker also gets a depository license, a dealer license, and an asset management license. The state bank checks the brokers regularly.
