Does NinjaTrader have access to TICK/TRND data? if so which data package is necessary to pull that data for CME/etc?

While the TICK and TRIN indices are indeed available through NinjaTrader Continuum, you would have to reach out to our Brokerage Support Team for further information, as they don't frequent this forum.
