Can I license the platform without opening an actual trading account?

Compliance coerced me into closing my existing account opened last Summer and held in good standing with a barrage of intrusive questions last Fall and will not allow me to open a new account, and I am clueless as to why. I have a coded strategy to trade and need to buy the license to have access to the platform and API to my TD Ameritrade account for trading. Can I therefore buy or lease the license without opening a trading account?
