Custom hot keys are stored as part of the UI.xml file. This file is located at C:\Users\<yourusername>\Documents\NinjaTrader 8.

Thank you for your reply.

The Config file contains settings and configuration details, such as your account connections, your license key, your Machine ID, and various other user defined settings from the 'Options' window. Unless instructed to by our Support staff, it's not advised to interact with either of these files (or most of the files and subfolders saved in the Documents/NinjaTrader 8 folder) as it can result in the loss of saved information or prevent the platform from opening properly.
