OK, I figured this out, this might help someone else. To be able to place both buy stop and sell stop at the same time, this is what I did: On the order entry window - Properties, under General, you have to make sure that "Keep selected ATM strategy template on order submission is selected (3rd from the drop down menu). By doing this, I was able to place both orders with an ATM strategy.
