i get a popup to get framework 4.8 and when i try to download to install it, it claims that i already have 4.8.

Hello junkone,
Can you please go to the Windows Control Panel and select 'Programs and Features'. Click 'Turn Windows features on or off' on the left side. Could it be .NET Framework 4.8 is disabled in the new window that appears? If so, please enable it and click OK. Check if this will solve the issue. -
i had to install .net 4.8 developer pack.
