Is it possible to apply a format change, for example wick color or margin change to all the tabs in a window?

Unfortunately this is not supported. You can use a chart template to load the same settings in each chart tab. Please right click in the chart tab that uses the settings you like to copy over to other chart tabs and select Templates-->Save As. Name the template as you like. Right click in a tab where you like to copy over the settings and select Templates-->Load. Select the template you created and click OK.
