Windows Defender firewall is typically sufficient, provided you're running the latest version of Windows 10 and NinjaTrader. This is built into Windows, and should require no custom configuration to use NinjaTrader.

I have Windows 8.1 .... not going to Win 10 for multiple reasons

The same answer is true for Windows 8- you'll just want to make sure you're always using the latest version of Windows 8.
