Problem with scale adjustment

I've been having a problem with the charts. The default position of a chart is too low. I try to adjust the vertical position of it using the CTRL key plus dragging the mouse on the price access while holding down the left mouse button. But the chart will not move more than a few pixels before it stops. I'm still able to adjust the range of the scale by dragging the mouse with lbutton down w/out holding the CTRL key. This problem happens in new workspaces or old on two different computers. It has been a problem since before the latest version that I have installed which is 8.0.21.1.
Any ideas what could be the trouble?

Please follow the steps below to manually attach your log and trace files to an email to platformsupport[AT]ninjatrader[DOT]com with "2581397 ATTN Marco G" in the subject line and a link to this forum post in the message body so I may investigate this matter further.

Open your NinjaTrader folder under Documents.
Right click on the 'log' and 'trace' folders and select Send To> Compressed (zipped) Folder.
Send the 2 compressed folders as attachments to this email.
Once you have emailed these to us, you may delete these compressed folders.
