Chart Background changes color

For some reason, my screen will not stay 100 per cent black. I have the background set correctly. I made this short video to show how when I select the chart, by clicking on it, the color changes from light black to pure black.
I understand this is not a big deal, I just want to know if there is a setting someplace that I can adjust to keep the chart background 100 percent black all the time.
