Is it possible to allow users edit the skins in NT8?

I am wondering whether it is possible to allow users edit the skins in NT8? There are a few preconfigured skins, but none of them meets my need. The color of the title bar in those dark themes does not have enough contrast against the rest of the window.

Yes, it is possible to create your own skins. Skins use XAML resource files that include hex codes for each color used and these XAML files can be found in the Documents\NinjaTrader 8\templates\Skins folder. BluePrint.xaml has most of the skin resources.

You can copy an existing skin folder to create your own skin that will not be changed with updates to the platform. If a new feature gets added that adds new resource keys, you will need to update your skin. This can be easily done by keeping a copy of an original skin and using a diff tool to see which resources have been added when there has been an update.

A publicly available diff utility can be found below but you can also download a diff tool as well.
